With the care and support of UN Secretary-General Kofi Annan, Chinese state leaders, the Chinese government and people from all walks of life both at home and abroad, the World Economic Development Declaration Conference (WEDDC) with its theme featuring ‘equality, credibility, cooperation and development’ was solemnly held on November 6-7, 2003 in Zhuhai, China and was crowned with great success.

 

The World Economic Development Declaration (the Zhuhai Declaration) issued by the Conference was jointly drafted and revised by Nobel Laureates in economic science and renowned Chinese economists, and much sought-after opinions from leaders of nearly 10,000 industrial and commercial enterprises and people from all walks of life at home and abroad. It is the first global development declaration in the world up to now. UN Secretary-General Kofi Annan believes that the World Economic Development Declaration initiated by China constitutes the support to the United Nations work and the cause of the global development. On December 2, 2003, the United Nations delivered the World Economic Development Declaration in the form of the document of the 58th UN General Assembly to its 191 member states. Centering on the issuance of the Declaration, the Conference also held the World Economic Development Summit with the three topic forums as its contents ‘Forum of Leaders from the World Industry and Commerce’, ‘Forum on the World Economic Development and Enterprises Credit’ and ‘Forum on the World Economic Development and China’.

As one of the important contents of the conference, the Guangdong, Hong Kong and Macao Investment Environment Promotion Fair and Economic and Trade Talks have scored abundant achievements, in which the contracts of 24 projects were signed on the spot, with a total investment of US$2.21 billion, thus playing a proactive role in promoting the cooperation and development of Guangdong, Hong Kong, Macao and the Great Delta of the Pearl River.

 

The Conference has, throughout, received strong support and close attention from UN Secretary-General Kofi Annan. As early as on December 18, 2001, UN Secretary-General Annan wrote to the Organizing Committee, expressing his support and during the Conference he sent Mr. Khalid Malik as his special representative to read out his message of greetings at the opening ceremony of the Conference. During the WEDDC, the UN website made a full coverage of the Conference.

 

The Conference has received kind concern and important instructions from Chinese state leaders. Vice-Premier Wu Yi acted as the Honorary Chairperson of the Organizing Committee. Vice-Chairman Cheng Siwei of the NPC Standing Committee acted as the Chairperson of the Organizing Committee. In June, 2003 when the preparation of the Conference was at the critical juncture, the Chinese state leaders made their important instructions in succession. President Hu Jintao made his written instruction: ‘Make meticulous arrangement, pay attention to efficacy and be sure to do it well’. Chairman Wu Bangguo also gave his instruction in writing, ‘It is of great significance that the China International Institute of Multinational Corporations has strengthened

 

the cooperation between China’s enterprises and the international multinational corporations, made China’s enterprises strong and prosperous by using the experience of other countries for reference and enabled them to enter into the international market’. The written instruction by Premier Wen Jiabao stated, ‘It is hoped that the conference should be run well’. The important instructions given by the state leaders became the guiding thinking and also pointed out the way for the Conference.

 

In view of the theme of WEDDC and the ‘Forum on the World Economic Development and Enterprises Credit’, and to accelerate the credit construction of enterprises in China, ‘The Credit Alliance of Chinese and Foreign Enterprises’, initiated by China International Institute of Multinational Corporations together with over 50 industrial associations, 15 foreign chambers of commerce and more than 100 Chinese and foreign enterprises, was established in the Great Hall of the People on October 20th , 2003.

 

The distinguished guests present at the Conference were: Mr. Khalid Malik, Special Representative of UN Secretary-General Kofi Annan, Mr. Robert Hawke, Former Australian Prime Minister, Mme Wu Yi, Member of the Political Bureau of the CPC Central Committee, Vice-Premier of the State Council and Honorary Chairperson of the WEDDC Organizing Committee, Mr. Zhang Dejiang, Member of the Political Bureau of the CPC Central Committee, Secretary of Guangdong Provincial Committee of the Chinese Communist Party, Mr. Cheng Siwei, Chairperson of the WEDDC Organizing Committee and Vice-Chairman of the NPC Standing Committee, Mr. Klaus Schwab, Executive Vice-President of the Organizing Committee and President of the World Economic Forum; 6 renowned economists such as Prof. Lawrence R. Klein and Robert A Mundell, Noble laureates in economic science & Declaration drafters; 15 representatives of international organizations such as World Bank and Asian Development Bank; 63 Chinese leading personnel with the rank of vice-minister and above; 27 foreign diplomatic envoys to China; 14 leaders of chambers of commerce and leaders of industry and commerce and representatives of enterprises from 39 countries and regions, totaling over 2000.

 

Vice-Premier Wu Yi delivered the keynote speech entitled ‘Promote Mutual Benefits and Cooperation, Accelerate Development and Create Common Glory’ at the opening ceremony. Vice-Chairman Cheng Siwei presided over the Conference. 56 distinguished guests at home and abroad delivered excellent speeches with great strategy and foresight. Mr. Huang Ju, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice-Premier of the State Council attended the Conference in Beijing and made an important speech.

 

The influence and significance of the WEDDC are far-reaching and tremendous. As is well put by Mr. Schwab, President of World Economic Forum in his speech: ‘the Declaration of World Economic Development establishes principles that can serve as a guide for us, as we work to shape our shared future. The nine principles embodied in the Declaration are an excellent platform for a more comprehensive framework of global rules.’ ‘That China is hosting this Conference is most fitting: it is a reflection of China’s stature as the world’s largest developing country and as a fully integrated member of the international system, a country committed to, and mindful of, its global role and responsibilities.’ ‘Let us work together then, guided by the principles of the

 

Declaration of World Economic Development, so we can look forward to a better future for ourselves and for the generations to come. The shape of our shared future rests on our work today.’
